City eyeing to reduce height of proposed 25-story ‘Winner’s Tower’ development in South Dallas

The City Plan Commission delayed the July vote of a 25-story mixed-use development project in South Dallas after skepticism from commissioners and a reduced height recommendation from staff.

Applicants from the Winners Assembly Christian Church are interested in building the high-rise for hotel, multifamily and retail uses on the corner of Martin Luther King Jr. Boulevard and Colonial Avenue.

According to the request’s staff report, the height is inconsistent with the area. Staff recommends a 5-story height maximum for the development. The existing zoning allows for 3 ½ stories.

“This boggles my mind,” a commissioner said. “The bar that they have to clear for me to get 25 stories is incredibly high… It sounds like it’s time for the applicant to roll their sleeves up and figure out what’s really feasible here.”

The applicants were not present at the zoning meeting. The commission held the request until October 9.
