City approves long-awaited South Dallas Community Park construction

The Dallas City Council approved a long-contested development agreement on Wednesday to begin construction of the Community Park at Fair Park.

The park, a crucial investment to improve Fair Park for the South Dallas community and city-wide use, had been in consideration for more than a decade

A development agreement allowing Fair Park First to design and construct the park had recently hit a snag after the city’s Park and Recreation Department took over Fair Park operations. The board, citing Fair Park First’s misallocated funds debacle, urged caution on working with the nonprofit again.

This resulted in the creation of a park board task force, a looming funding deadline, a special called committee meeting and dozens of community members urging the council to no longer delay the park.

The approved development agreement aims to provide accountability measures for the project, requiring Fair Park First to-

  • Complete fundraising within six months to fully fund construction of agreement execution
  • Complete design within six months of agreement execution
  • Begin construction within 90 days of permit issuance (target: August 31, 2026) 
  • Complete the Community Park within 24 months of construction start

Additionally, the Park and Recreation director will review and approve all design documents, and the city retains audit rights throughout the project.

At the Wednesday city council meeting, District 7 Councilmember Adam Bazaldua said he was grateful that the council and staff worked hard to get the agreement to the finish line.

He also thanked South Dallas residents for showing up to speak on behalf of their community.

“I just can’t thank you all enough for unifying, for fighting, for advocating, for not accepting,” he said. “This is what makes being an elected official worth it, being able to deliver tangible results to the residents who elected me to be here on their behalf.”

Construction of the park is planned to begin in this year after the World Cup, and the target opening is November 2027.
